The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 5, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Breiner, to approve the minutes of the November 27, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke, and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to approve the tax list corrections #24-020 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None.  Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant of Section 84-1411 R.R.S. 1943.  Notice of meeting given in advance hereof by publication in paper as shown by Affidavit of Publication on December 5, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Neiman, 2nd by Frahm, to approve the minutes of the November 27, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

The Treasurer's Report was presented and placed on file.

Correspondence was reviewed.

The Board reviewed claims on file.

9:50 A.M. being the time advertised time was allowed for public comment. Robert Randall was present for comment.

District 8 Probation Officers Tara Sprigler-Price and Doug Stanton were present to discuss office space with the Board. 

Quotes and bids were received and accepted for the security equipment and computers for the Sheriff's department. 

Motion by Paxton, 2nd by Breiner, to accept the Nebraska State Contract #16076 OC from Anderson Ford for a 2025 Ford Police Utility Vehicle for $48,013.00 with Wm. Krotter Co. facilitating the delivery for $500.00. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

RESOLUTION #2024-16- Highway 20 Interlocal Agreement - Cooperating Agencies wish to provide for personnel backup and such other assistance as any of the parties may require in time of emergency or other time of need.

The foregoing Resolution was introduced by Supervisor Neiman who moved its adoption. Supervisor Breiner seconded the motion. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Moton carried. The complete resolution will be printed in the official minutes.

Motion by Paxton, 2nd by Neiman, to authorize the Chairman to sign the NEMA Recovery Section Authorized Representative Designation document. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Paxton, to approve the Heartland Scales & Guidance quote for installation, training and calibration on the 2024 John Deere 644G wheel loader for $10,295.00. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke.  Voting Nay: None.  Motion carried.

11:00 A.M. being the time advertised bids were received for Steel Material for Holt-Knox Countyline Bridge Replacement Project C45(564).One bid was received from: Husker Steel, Columbus NE for $124,960.00.

Motion by Paxton, 2nd by Keyes, to accept the bid from Husker Steel for project C45-(564) for the Steel Material for Holt-Knox Countyline Bridge Replacement Project for $124,960.00 as per bid spec. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke.  Voting Nay: None. Motion carried.  

Road Superintendent Gary Connot presented his Department Activity Report.

Motion by Frahm, 2nd by Breiner, to approve the following claims except claim #24120160 to J&S TV & Electronics for $92.87. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None.  Motion carried.

Motion by Keyes, 2nd by Frahm, to approve the refund to the Estate of Arthur Emme for $8,077.66 from the Inheritance Fund due to overpayment. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Paxton, to approve the zoning application on a tract in the SW ¼ 26-28-9 for John K Dickerson & Kami E Dickerson. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Leo Seger and Dan Krugman representing Seger Funeral Home and Biglin's Mortuary were present to discuss county burials with the Board.

Motion by Neiman, 2nd by Paxton, to approve the updated fee schedule and procedure to the Holt County Burial Plan. The  base cost will be $3,975.00 with a yearly increase of $75.00, effective January 1, 2025. The social worker shall make arrangements for county funeral as dictated by 3-005. Fees paid by the County shall include only items approved by the letter of agreement between the County Board and County Funeral Homes. Fees for approved services will not exceed the limits established by this agreement. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

The Board recessed for lunch at 12:27 P.M.

Chairman Tielke adjourned the meeting at 1:50 P.M. until December 31, 2024, at 9:45 A.M.
