The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 7, 2023, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Tielke, to approve the minutes of the August 31, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Neiman, to approve the tax list correction #23-018 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow  and Frahm. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Paxton, to acknowledge receipt of the Permissive Exemption list of Real & Personal Property in Holt County. Voting Aye: Neiman, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

Motion by Tielke, 2nd by Breiner, to acknowledge receipt of the exempt Cemetery list in Holt County. Voting Aye: Breiner, Paxton, Tielke, Treptow, Keyes, Neiman and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Keyes, 2nd by Neiman, to approve the minutes of the August 31, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Treasurer's Report was presented and placed on file.

Correspondence was reviewed.  

Claims were reviewed.

Motion by Breiner, 2nd by Neiman, to approve the surety bonds on file for: Mark Cooper, Orchard Rural Fire Dist #7 Treasurer and Gwenda Decker-Sterns, Inman Village Clerk. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Neiman, 2nd by Keyes, to set for public hearing the addition of a Resolution Opposing Perpetual Land and Water Conservation Easements to the Holt County Planning and Zoning Regulations and the Holt County Comprehensive Plan on October 31, 2023, at 11:30 A.M. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Planning & Zoning Interim Administrator, Gene Kelly was present to discuss the recommendation from Marvin Planning Associates on updating the Holt County Zoning regulations and then continue with the Comprehensive Plan. Planning & Zoning will set up some town hall meetings for public input on the Comprehensive Plan for Holt County.

Marv Fritz was present to discuss his application for the Holt County Planning and Zoning Administrator position with the Board.

Motion by Paxton, 2nd by Keyes, to appoint Marv Fritz as the Part-time Holt County Planning and Zoning Administrator at an annual salary of $8,200.00, effective immediately. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Frahm, 2nd by Treptow, to allow the following claims except claim #23090117 for $412.50 to Mary Breiner. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

RESOLUTION #2023-11

OF THE

HOLT COUNTY BOARD OF SUPERVISORS

Whereas: Holt County is proposing a transportation project for which it would like to obtain Federal funds; and

Whereas: Holt County understands that it must strictly follow all Federal, State, and local laws, rules, regulations, policies, and guidelines applicable to the funding of the Federal-aid project; and

Whereas: Holt County and Nebraska Department of Transportation (NDOT) wish to enter into a new Project Program Agreement setting out the various duties and funding responsibilities for the Federal-aid project.

Be It Resolved: by the Board of Supervisors of Holt County that:

The Chair of the Holt County Board of Supervisors is hereby authorized to sign the attached Project Program Agreement between Holt County and NDOT.

Holt County is committed to providing local funds for the project as required by the Project Program Agreement.

Gary Connot Road Superintendent presented his Department Activity Report.

11:30 A.M. being the time advertised, Chairman Tielke convened a public hearing to receive public comment on the 2023/2024 Public Hearing to change the tax levy from the prior year, as per published notice. No one appeared to comment.

At 11:42 A. M. Motion by Paxton, 2nd by Frahm, to adjourn the Public Hearing to change the tax levy from the prior year and return to regular session. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.



RESOLUTION #2023-10

OF THE

HOLT COUNTY BOARD OF SUPERVISORS

WHEREAS, a proposed County Budget for the Fiscal Year July 1, 2023, to June 30, 2024, prepared by the Budget Making Authority, was transmitted to the County Board on the 31st day of August 2023.

NOW THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Holt County, Nebraska as follows;

SECTION 1. That the budget for the Fiscal Year July 1, 2023, to June 30, 2024, as categorically evidenced by the Budget Document and the Budget Message be, and the same hereby is, adopted as the Budget of Holt County for said fiscal year.

SECTION 2. That the offices, departments, activities and institutions herein named are hereby authorized to expend the amounts herein appropriated to them during the fiscal year beginning July 1, 2023, and ending June 30, 2024.

SECTION 3. That the income necessary to finance the appropriations made and expenditures authorized shall be provided out of the unencumbered cash balance in each fund, revenues other than taxation to be collected during the fiscal year in each fund, and tax levy requirements for each fund.

SECTION 4. The Holt County Board of Supervisors approve exceeding the restricted funds authority for the fiscal year 2023-2024 by an additional 1%.
