The Holt County Board of Supervisors met as a Board of Equalizations with all members present except Treptow. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 22, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:03 A.M. with the flag salute.

Motion by Paxton, 2nd by Breiner, to approve the minutes of the August 16, 2024, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Absent: Treptow. Motion carried.

Chairman Frahm convened a public hearing at 9:04 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications submitted by Building Blocks for Community Enrichment on a 2018 Chevrolet Malibu. No one appeared to comment.

Motion by Paxton, 2nd by Breiner, to adjourn from public hearing at 9:10 A.M. and return to regular session. Voting Aye: Neiman, Breiner, Paxton, Tielke, Keyes and Frahm. Voting Nay: None.  Absent: Treptow.  Motion carried.

The Board discussed levy authority for fiscal year 2024/2025 for the political subdivisions.

OF THE 

HOLT COUNTY BOARD OF SUPERVISORS

Whereas the Holt County Board votes to share levy authority of $.05 with the townships, $.05 with the fire districts and $.01 with the Holt County Agriculture Society for 2024/2025.  

The foregoing resolution was introduced by Supervisor Neiman, who moved its adoption. The motion was seconded by Supervisor Keyes. Voting Aye: Paxton, Tielke, Keyes, Neiman, Breiner and Frahm. Voting Nay: None.  Absent: Treptow.  Motion carried.

Chairman Frahm adjourned the meeting at 9:14 A.M.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Treptow. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 22, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:19 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Keyes, to approve the minutes of the August 16, 2024, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

The Board reviewed claims on file.

9:20 A.M. being the time advertised, time was allowed for public comment. Robert Randall was present for public comment.

Supervisor Treptow arrived at 9:30 A.M.

Dave Sharr, a representative with RTI was present to discuss IT services for Holt County.

Motion by Treptow, 2nd by Breiner, to approve the quote from Boyd's Network Solutions to extend the existing phone system to the Administrative Building. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Treptow, 2nd by Breiner, to authorize RTI to conduct an assessment for managed IT Services on the Courthouse, Annex, Road and Administrative Buildings. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke.  Voting Nay: None. Motion carried.

Holt County Planning & Zoning Administrator, Marv Fritz presented the Planning & Zoning Boards recommendation on the Commercial Solar Conversion System Public Hearing that was held on August 22, 2024.

Motion by Paxton, 2nd by Keyes, to accept the recommendation from the Holt County Planning & Zoning Board to recommend approval of the Conditional Use Permit and to set a public hearing on September 16, 2024, at 10:30 A.M. to hear public comment on an application for Conditional Use Permit submitted by VRDG, LLC for a Commercial Solar Conversion System in Knox and Holt County. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: Motion carried.

Correspondence was reviewed.

Motion by Frahm, 2nd by Paxton, to allow the direct deposit payroll and other related claims. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Stan Sojka, Jr. was present to discuss drainage issues.

Motion by Neiman, 2nd by Paxton, to set bid date for C45(569) concrete box culvert on September 30, 2024, at 11:00 A.M. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report.

The Board reviewed the 2024 annual inventories of County property.

Motion by Keyes, 2nd by Paxton, to accept the 2024 annual inventories of County property as filed by the County Officials and Department Heads. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Chairman Tielke recessed the meeting at 12:14 P.M. for lunch.

Chairman Tielke reconvened the meeting at 1:10 P.M. with all members present.

Chairman Tielke adjourned the regular scheduled meeting at 1:14 P.M. to convene the budget hearing.

Chairman Tielke convened the public hearing at 1:15 P.M. to hear public comment on the proposed budget for Holt County for 2024/2025. 3 interested taxpayers were present for the budget hearing.

The 2024/2025 Budget documents were presented, and time was allowed for comment with those present and the Board.

Chairman Tielke adjourned the budget hearing at 1:42 P.M. The Board of Supervisors will reconvene on September 16, 2024, at 9:30 A.M.
