The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance by publication in paper as shown by Affidavit of Publication on January 20, 2022, in the Holt County Independent and Atkinson Graphic.

Chairman Frahm convened the meeting at 9:31 A.M. with the flag salute.

Motion by Breiner, 2nd by Paxton, to approve the minutes of the January 18, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:32 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for Stuart Village Nursing Home DBA Parkside Manor on a 2005 Chevrolet Silverado. No one appeared to comment.

Motion by Keyes, 2nd by Tielke, to approve the refund request for $106.46 on parcel #010001943 due to clerical error. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Tielke, 2nd by Treptow, to adjourn from public hearing at 9:35 A.M. and return to regular session. Voting Aye: Butterfield, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

Notice of meeting given in advance by publication in paper as shown by Affidavit of Publication on January 20, 2022, in the Holt County Independent and Atkinson Graphic.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Butterfield, 2nd by Frahm, to approve the minutes of the January 18, 2022, meeting as printed.Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Board reviewed claims on file.

Correspondence was reviewed.

As advertised, 9:50 A.M. time was allowed for public comment.  Gene Kelly spoke.

Deputy Sheriff Ed Nordby presented the Highway 20 Interlocal Agreement and presented a quote for a counter in their department.

 

 

RESOLUTION #2022-1- 

Highway 20 Interlocal Agreement 

Cooperating Agencies wish to provide for personnel backup and such other assistance as any of the parties may require in time of emergency or other time of need.

The foregoing Resolution was introduced by Supervisor Butterfield who moved its adoption. Supervisor Keyes seconded the motion. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Moton carried. The complete resolution will be printed in the official minutes.

 

 

Motion by Frahm, 2nd by Paxton, to approve the Treasurer to move the ARPA Fund interest to the General Fund annually. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

UNL Extension Educator LaDonna Werth presented her activity update.

Time was allowed for discussion on the Conservation Easement application submitted by Graham Crowe Ranch, LLC.

Motion by Keyes, 2nd by Butterfield, to set a public hearing to receive public comment on the Conservation Easement application submitted by Graham Crowe Ranch, LLC for February 28, 2022, at 1:30 P.M. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Keyes, to approve the zoning applications submitted for a tract in NE ¼ 23-26-13 for Edwina Walter and a tract in E ½ SE ¼ 4-31-12 for William and Stacy Alden. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Breiner, to allow the direct deposit payroll and other related claims. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Keyes, to set a bid date for a shop addition at the O'Neill site for March 31, 2022, at 11:00 A.M. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.  

Motion by Butterfield, 2nd by Paxton, to purchase a 2022 Maschio SC-250 asphalt mixer from Mitchell Equipment for $14,750.00. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Breiner, to purchase a front mount Scarifier GP from NMC CAT for $5,150.00. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried. 

Road Superintendent Gary Connot presented his Department Activity Report.

The Board recessed for lunch at 12:03 P.M.

Chairman Tielke reconvened the meeting at 1:10 P.M.
