Frank was born on Nov. 30, 1949 to Fred B. and Agnes A. (Peterson) Leamons at the Lynch Hospital in Lynch. He and his parents lived on the family farm until Frank and his mother relocated to Monowi, living in a trailer house behind Elsie's Bar. Elsie and Frank soon became friends.
Frank moved to the Beatrice Developmental Center in Beatrice to attend day programs to learn new life skills. He lived there until 1981, when he moved to a Region IV services, a community based program in O'Neill.
While in O'Neill, Frank was able to be close to his mother and she visited often. Frank resided in various house settings and again attended day programs so he could continue to learn new skills and socialize with others. He loved people all his life, no matter where he was. Frank was able to buy his home and lived there with his close friend John. He lived in O'Neill until he went to Parkside Manor in Stuart in 2018 due to health reasons.
Frank was able to enjoy many activities like fishing, attending local parades, watching birds and going for car rides to get ice cream. Frank will be especially remembered for his big smile. He made friends wherever he was and they became his family.
Frank is survived by his very special friend Nancy Nelson and her family of O'Neill; Roxanne O'Neill of O'Neill; and many, many friends. He is survived by one family member Wyatt Peterson of New Martinsville, WV.
He was preceded in death by his parents and grandparents.
