A regular meeting of the Mayor and the City Council of O'Neill was held at the City Hall in said City on the 7th day of April, 2025 at 6:30 P.M. Present: Mayor Scott Menish, City Clerk/Treasurer Sarah Sidak, Council President Quana Wheeler and Council members; Kayla Burdick, Michelle Liewer, Chris Laursen, Tim Schneider, Paul Asche, Beth Walsh and Tim Gleason. Absent: City Attorney Boyd Strope. Notice of this meeting was given in advance thereof according to Section 84-1408 of the Revised Statutes of Nebraska. Notice of the meeting was given to the Mayor and all members of the Council and a copy of the acknowledgement of receipt of notice and the agenda is attached to the minutes. Availability of the agenda was communicated in the advance notice. All proceedings hereafter shown were taken while convened meeting was open to the attendance of the public. The meeting was called to order by Mayor Scott Menish. The Pledge of Allegiance was recited. Mayor Menish informed the public of the location of the Open Meetings Act poster. Moved by Schneider, second by Asche to waive the reading of the minutes of the March 3rd meeting and approve them as if read. Roll call vote as follows: All Ayes. Motion carried. Moved by Schneider, second by Wheeler to approve increasing Butler County Landfill's tipping fee 3% effective April 1, 2025. Roll call vote as follows: All Ayes. Motion carried. Moved by Gleason, second by Walsh to approve advertising for hay bids. Roll call vote as follows: All Ayes. Motion carried. The second reading of Ordinance No. 1431 was tabled to the May meeting due to the absence of City Attorney Strope. Josh Regan with J&J was there to discuss with the Council the possibility of installing a bulk fuel tank on the City's property that is being leased by J&J. The Council will have City Attorney Strope draft an addendum to the existing lease pertaining to the bulk fuel tank before taking any official action. Moved by Wheeler, second by Gleason to approve PIP-LB840-199 for remodel of front exterior in the amount of $6,037.04. Roll call vote as follows: All Ayes. Motion carried. Council member Burdick introduced Resolution No. 25-04, which is on file with the City Clerk. RESOLUTION NO. 25-04 OF THE CITY OF O'NEILL, NEBRASKA BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF O'NEILL, NEBRASKA: WHEREAS, local municipal government, county government, and regional economic development entities must provide leadership and coordination for community development efforts; and WHEREAS, community development needs can best be solved through a cooperative effort between local, county, regional and state economic development organizations and entities; and WHEREAS, there is a continued need to recognize and promote our community's organizational readiness, infrastructure investment, and ability to respond to business needs; and WHEREAS, the Nebraska Department of Economic Development's Leadership Certified Community Program has been found to be a resource promoting our community's continued economic development preparedness; THEREFORE, the village board or city council of O'Neill, NE do herewith pledge their full support, endorsement, and cooperation for the continued participation in Recertification of the Nebraska Department of Economic Development's Leadership Certified Community program.
