A regular meeting of the Mayor and the City Council of O'Neill was held at the City Hall in said City on the 9th day of December, 2024 at 6:30 P.M. Present: Mayor Scott Menish, City Clerk/Treasurer Sarah Sidak, City Attorney Boyd Strope, Council President Tim Schneider and Council members; Kayla Burdick, Michelle Liewer, Susie Kramer, Quana Wheeler, Paul Asche, Tim Gleason and Beth Walsh. Notice of this meeting was given in advance thereof according to Section 84-1408 of the Revised Statutes of Nebraska. Notice of the meeting was given to the Mayor and all members of the Council and a copy of the acknowledgement of receipt of notice and the agenda is attached to the minutes. Availability of the agenda was communicated in the advance notice. All proceedings hereafter shown were taken while convened meeting was open to the attendance of the public. The meeting was called to order by Mayor Scott Menish. The Pledge of Allegiance was recited. Mayor Menish informed the public of the location of the Open Meetings Act poster. Moved by Kramer, second by Wheeler to waive the readings of the revised minutes of the November 4th and 13th meetings and approve them as if read. Roll call vote as follows: All Ayes. Motion carried. City Attorney Strope handed out Ordinance #1428 pertaining to confirming current police officer appointments. The Council will look it over and discuss at the next Council meeting. Mayor Menish recognized Susie Kramer for her 16 years on City Council and thanked her for her years of service. Moved by Wheeler, second by Asche to approve PIP-LB840-196 for a new sign in the amount of $10,000.00, PIP-LB840-197 for a new sign in the amount of $1,041.06 and PIP-LB840-198 for demolition in the amount of $6,100.00. Moved by Schneider, second by Asche to appoint City Clerk Sarah Sidak to be Nebraska Cooperative Government Audit Clerk for the City of O'Neill with the fees being paid to the City of O'Neill. Moved by Schneider, second by Walsh to open a line of credit with Pinnacle Bank in the amount of $500,000.00 due to not receiving our FEMA payment and authorizing Mayor Menish, City Clerk Sidak and Deputy City Clerk Fuhrer to sign paperwork as needed. RESOLUTION NO. 24-13 OF THE CITY OF O'NEILL, NEBRASKA BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF O'NEILL, NEBRASKA, that: Sec. 1 Due to FEMA contesting the repayment of funds to the City it is necessary to acquire cash for municipal operations. Sec. 2 The City can borrow up to $400,000.00 from the Tri-County Bank for a period of up to 12 months and pledge Certificates of Deposit 1030112837 and 1029621655 currently held in the IntraFiProgram at TCB and Certificates of Deposit 19937, 20085, 20243, 20244, 20332, 20384 and 20471 held in-house at TCB as collateral for the loan. Sec. 3 The Mayor, City Clerk and Deputy City Clerk are authorized to execute all necessary loan documents and pledge the collateral to the bank. PASSED AND APPROVED the 9th day of December, 2024.
