Holt County Board of Equalization and Board of Supervisors Proceedings – October 31, 2025

Board meetings are held on the first working day after the 15th and the last working day of the month.  Meetings are held at the Holt County Courthouse meeting room.  Board of Equalization at 9:30 A.M. and Board of Supervisors at 9:45 A.M. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on October 22, 2025, in the Summerland Advocate. The agenda for all meetings are kept continuously current and is available for public inspection at the County Clerk's office during normal business hours. The agenda is held open until 24 hours prior to the meeting. The Board has the right to modify the agenda to include items of an emergency nature only at such meeting.

The Holt County Board of Equalization convened at 9:30 A.M.  Present: Linquist, Neiman, Breiner, Paxton, Tielke and Frahm. Absent: Treptow.  County Assessor Wallinger, County Treasurer Ross and County Clerk Pavel were also present.

Approved the minutes of the October 15, 2025, meeting.

Approved the tax list correction.

The Holt County Board of Supervisors meeting convened at 9:45 A.M.  Present: Linquist, Neiman, Breiner, Paxton, Frahm and Tielke. Absent: Treptow.

Approved the minutes of October 15, 2025, meeting. 

Reviewed claims & correspondence. Holt County will continue to honor the Veterans with green lights on at the Courthouse November 4-11, 2025.

Approved surety bonds for Teresa Walton, Golden Township and Mark Cooper, Orchard Rural Fire Dist. 

Approved Cardholder Agreement to establish rules and regulations for the use of a county purchase card.

Chairman Tielke was excused to attend a funeral. Supervisor Frahm presided over the meeting.

Time was allowed for public comment. No one appeared for comment. 

Veterans Service Officer Ken Stenka presented his Quarterly Report.

Holt County Audit report was accepted as prepared by the Nebraska State Auditor.

Special Designated Liquor License was approved for Shamrock Nursery for November 14, 2025.

The Board accepted the annual renewal for employee health care insurance with Meritain Insurance. 

Approved payroll and other related claims:

General Fund Payroll Total:  $240,606.03

Road Fund Payroll Total:  $145,544.44

Contract Law Payroll Total:  $230.00

The Board conducted the Quarterly Jail Visit.

Right of Way permit was approved for Mark Dexter for waterline in Section 27 &2 8-25-14.

Approved the lease for a Cat 265-05 HF skid steer with Cat Bucket through NMC for $8600.00 a year.

Accepted quote from NMC Cat for a 72” Brushcutter BR318, HF XPS attachment for $8,000.00.

Accepted quote from Northeast Nebraska Tire PJ Trailers for a 24' trailer with 16' tilt deck for $12,265.00.

Road Department Activity Report was presented.
