On Sunday, June 25, O'Neill will be hosting a gun safety course at 2 p.m. at the old gym in the High School. The instructor will be Bill Price. The goal will be to try and educate viewers on the proper way to handle and fire a firearm, as well as the right time to use it. This is the perfect time to attend, as Gov. Jim Pillen recently signed a bill into law on April 25 which the Nebraska Legislature voted 33-14 to pass. Legislative Bill 77, “LB 77” by Senator Tom Brewer, the constitutional carry bill. This bill recognized the fundamental right of law-abiding adults to carry firearms for self-defense without having to navigate burdensome government regulations. Constitutional carry protects Americans' right to carry a firearm for self-defense by eliminating the requirement that law-abiding gun owners obtain a permit to carry. The law does not affect previously issued permits, and does not eliminate the permitting system. Those who wish to obtain a permit to carry in states that recognize Nebraska permits still can. In addition, this bill does not change who is permitted to obtain a firearm. Felons and other disqualified persons can still be punished under federal, state and local statutes for unlawful possession of a firearm. LB 77 also strengthens preemption, giving the state legislature sole authority to regulate firearms. This prevents Nebraska counties and municipalities from having a patchwork of confusing and conflicting local laws throughout the state.
