The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on January 5, 2023, in the Holt County Independent. 

Chairman Frahm convened the meeting at 9:31 A.M. with the flag salute.

Motion by Breiner, 2nd by Paxton, to approve the minutes of the December 30, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to approve the tax list corrections #23-001 & #23-002 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm.Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on January 5, 2023, in the Holt County Independent. 

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Paxton, to approve the minutes of the January 5, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Treasurers' Report was presented and placed on file.

Motion by Frahm, 2nd by Breiner, to acknowledged receipt of the Semi-Annual Statement and place on file with the County Clerk. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

UNL Extension Educator LaDonna Werth was present to discuss utilizing contract labor in their office.

Claims were reviewed.

Motion by Frahm, 2nd by Breiner, to approve the surety bonds on file for: Kenneth Huston, Jr., Emmet Township Treasurer; Joseph Bernard Dobrovolny, Paddock Township Treasurer; Brent Alder, Scott Township Chairman and Delight C. Becker, Scott Township Treasurer. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Paxton, to void check #22090145 for $1,500.00 to Dustin Jorgensen. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Weed Superintendent Bill Babutzke presented his department update.

Correspondence was reviewed.

Custodian Rick Slaymaker updated the Board on Courthouse and Annex building and grounds maintenance. Sheriff Ben Matchett and Deputy Ed Nordby were present to discuss merit pay and wages for the sheriff deputies and jailers for 2023.

Motion by Frahm, 2nd by Breiner, to increase the sheriff deputies' wages $2.00 per hour for the next 3 years and to continue with the merit pay for the sheriff deputies. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Breiner, to increase the jailer wages $1.50 per hour. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Keyes, to set a public hearing date for February 16, 2023, at 11:15 A.M. for the Annual 2023 One & Six Year Road Improvement Program Hearing in the Holt County Board of Supervisors meeting room. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried. 

Motion by Frahm, 2nd by Paxton, to approve the engineering agreement for C45(547) Ewing Southwest for one Complete Bridge Replacement & C45(552) Chambers Northeast for one Bridge Superstructure Replacement Project with MRJ Engineering for $14,650.00. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Treptow, 2nd by Keyes, to set the 2023 Pavement Marking bid date on February 16, 2023, at 11:00 A.M. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried. 

Gary Connot Road Superintendent presented his Department Activity Report.

Jeff Wagner with Mainelli Wagner & Associates reviewed the bids and reported back to the Board.

Motion by Frahm, 2nd by Paxton, to accept the low bid with Husker Grading for $244,724.00 for Holt County 2023 Culvert Pipes: C45(556) Atkinson South & C45(557) Stuart West project as per bid specifications. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

County Attorney Brent Kelly and Jeff Wagner with Mainelli Wagner was present to discuss the C45(532) Honey Creek project.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

The Board reviewed the contract with Verizon for the antennae on the Courthouse.

Ed Knott and Travis Petsche with Applied Connective Technologies were present to discuss a service and hardware contract with Holt County.

Chairman Tielke adjourned the meeting at 1:48 P.M. until January 31, 2023, at 9:45 A.M.
