The Holt County Board of Supervisors met as a Board of Equalizations with all members present except Tielke. County Assessor Assistant Karlee Hofer, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 18, 2022, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:03 A.M. with the flag salute.

Motion by Paxton, 2nd by Butterfield, to approve the minutes of the August 16, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Frahm. Voting Nay: None. Absent: Tielke.  Motion carried.

Chairman Frahm convened a public hearing at 9:03 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications submitted by: Building Blocks for Community Enrichment on a 2022 Nissan Altima and 2-2018 Chevrolet Malibu; St. Patrick's Catholic Church on a 2019 Jeep Compass and a 2014 Suburban; Valley Hope Association on a 2019 Acura; West Holt Memorial Hospital on a 2011 Nissan Sentra. No one appeared to comment.

Motion by Butterfield, 2nd by Keyes, to approve the tax list correction #22-021 to #22-022 as submitted by the Assessor. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Treptow and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

Motion by Butterfield, 2nd by Breiner, to adjourn from public hearing at 9:06 A.M. and return to regular session. Voting Aye: Butterfield, Breiner, Paxton, Treptow, Keyes and Frahm.Voting Nay: None. Absent: Tielke. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Tielke. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 18, 2022, in the Holt County Independent.

Acting Chairman Frahm convened the meeting at 9:16 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Breiner, to approve the minutes of the August 16, 2022,  meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

Correspondence was reviewed.

9:20 A.M. being the time advertised, time was allowed for public comment. No one appeared for comment.

Motion by Butterfield, 2nd by Paxton, to approve the zoning application on file for Richard Jon Ramm a tract in SE ¼ 26-31-16 & Sonja Lockman JOBOP, LLC a tract in SE ¼ 17-30-16. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Treptow and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

The Board reviewed claims on file.

Chairman Tielke arrived at 9:25 A.M.

Motion by Keyes, 2nd by Breiner, to approve the lease agreement with the City of O'Neill and Holt County for use of the Community Center for DMV testing. Voting Aye: Butterfield, Breiner, Paxton, Treptow, Keyes and Frahm. Voting Nay: None. Abstain: Tielke. Motion carried.

Acting Chairman Frahm turned the meeting over to Chairman Tielke. Motion by Butterfield, 2nd by Paxton, to approve the Special Designated Liquor License Applications for: Handle Bend to be held at Paula Havranek residence on September 29, 2022 and Cast Iron Bar & Grill at Mill Race Park & Campground on September 24, 2022. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Mike Feeken with First Five Nebraska was present to discuss with the Board the importance of early childhood development in Holt County.

Steve Melnick with Colonial Life Insurance was present to discuss group term life insurance with the Board.

10:30 A.M. – Grace Coleman with Election Security was on the agenda; due to the anticipated attendance the Board moved the meeting to the Holt County District Courtroom. 35 people were in attendance.

Supervisor Tielke stated how the agenda item would be managed.

Grace Coleman started the discussion on Election Security. Following Grace Coleman those speaking were: Barb Otto, Louanne Pribil, Shirli Pacha, Cheryl Lamason Riege, Sheldon Otto, Jason Schindler, Shirley Peterson and County Attorney Brent Kelly.  

The County Board returned to the Board of Supervisors room to continue with the board meeting.

Motion by Paxton, 2nd by Frahm, to approve the Right of Way permit for Jim Kloppenborg for electrical cable for irrigation in Sections 13 & 14-30-12. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Dave Prauner with NMC Cat presented a quote for 950GC Cat Construction Forks for $19,450.00.

The Board reviewed the quote and placed on hold.

Road Superintendent Gary Connot presented his Department Activity Report.

The Board recessed for lunch at 12:09 P.M.

Chairman Tielke reconvened the meeting at 1:24 P.M. with all members present.

Motion by Frahm, 2nd by Paxton, to allow the direct deposit payroll and other related claims. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Chairman Tielke convened a public hearing at 1:28 P.M. This public hearing is to receive public comment on the proposed 2022/2023 Budget. The proposed 2022/2023 budget documents were presented with an outline of the proposed budget and a comparison with the previous year's budget. The proposed expenditures, property tax requirements and the budget message were presented. No interested taxpayers were present.

The County tax rate is .336136 up from .331715 last fiscal year. Based on the proposed property tax request and changes in other revenue, the total operating budget of Holt County will decrease last year's budget by -15.47%. 

Motion by Keyes, 2nd by Paxton, to adjourn from public hearing at 1:46 P.M. and return to regular session. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Chairman Tielke adjourned the meeting at 2:05 P.M. until September 16, 2022, at 9:45 A.M.
